The first step for making that false claim is ignoring accurate global temperature data from weather satellites (blue and red lines on chart below), and using much "warmer" NASA surface temperature data that consist of more wild guesses (infilling) than actual temperature data (green line below):

After the "adjustments" there is still a declining trend in maximum summer temperatures from 1920 to 2016, so the next dirty trick is to make a new chart that excludes data from 1920 to 1969 ... and then claim the maximum summer temperatures have been slightly rising since 1970 ... and that's how fake climate news is "made":
