European Union considers shooting for more economic growth post-pandemic -- shoots itself in the foot instead

 The European Union (EU)  produces only 8.6% of global CO2 emissions.

The European Parliament voted on October 6, 2020 to update the EU’s climate target for 2030, backing a 60% reduction in gr
eenhouse gas emissions by the end of the decade, up from 40%. The vote was a close one, 352 votes to 326, with 18 abstentions.  But most of the MEPs voting against the motion wanted a cut of 55 percent, instead of 60 percent. The EU Council of Ministers representing the EU’s 27 member states will vote on the final approval in December, and probably approve by the end of the year.

The Parliament’s decision was part of a wider vote on a proposed European Climate Law -- hard legislation for the EU’s goal of reaching climate neutrality by 2050.

Note that in 2018, GHG emissions in the EU were 25% below 1990 levels, although mainly from the closure of ex-Soviet industries in eastern Europe.
During the last decade, emissions have only fallen by 468 MtCO2e, or 8% from 1990 levels. To hit the 60% target, emissions would need to fall by a further 1,971 MtCO2e, which would mean a cut of 53% from current levels. This will not happen by 2030, no matter what anyone promises now.

The EU is now similar to the U.K., where the Committee on Climate Change has set the Fifth Carbon Budget requiring a cut of 57% from 1990 levels for 2028-2032.  The U.K.already cut CO2 emissions by 42% from 1990, much more than the EU has achieved, making their target less difficult to meet.
